Absolutely. Sounds like your boss was being spiteful. I have seven direct reports and in the six years I've been at my job, I've never declined a PTO, or put them through these bullshit hoops. Even when I got the "OMG Thomas I just found out this situation can I take off starting tomorrow?" Sure get out of here.
